The Resolution

 

Draft Resolution: “Labor Against Conquest”
Preamble
Whereas, the principle of international peace is foundational to the well-being of working people everywhere, recognizing that war disrupts economies, devastates communities, and undermines the solidarity of workers across national borders;


Whereas, the Charter of the United Nations and the UN General Assembly’s “Definition of Aggression” (Resolution 3314, 1974) define aggression as “the use of armed force by a State against the sovereignty, territorial integrity or political independence of another State” or any other act that is inconsistent with the Charter of the United Nations;


Whereas, any annexation or invasion of a sovereign nation by the United States, including but not limited to Canada or Mexico, or any act that meets the UN’s definition of aggression, threatens to destabilize the region and will inevitably harm working families through economic disruption, loss of life, and the erosion of democratic principles;


Whereas, history has shown that workers often bear the heaviest burden of war and that a robust labor movement must stand united in defense of peace, social justice, and international solidarity;


Body of Resolution

  • Condemnation of Aggression
    The [Name of Union / Labor Organization] unequivocally condemns any form of aggression committed by the United States Government against a sovereign state, particularly any attempt to annex or invade Canada, Mexico, or any other nation in violation of the UN Charter.
  • Commitment to Peace and Solidarity
    The [Name of Union / Labor Organization] reaffirms its commitment to the peaceful resolution of disputes between nations and stands in solidarity with all workers, including those in potential conflict zones, who would be harmed by aggressive military actions.
  • Establishing a Strike Trigger
    If the United States initiates a military operation that constitutes aggression under the United Nations General Assembly Resolution 3314 (1974)—including but not limited to the use of force inconsistent with the Charter of the United Nations for the purpose of annexation or invasion—the [Name of Union / Labor Organization] will trigger an immediate vote among the membership to call for a labor strike (or work stoppage) as a collective act of protest and resistance.
  • Notification and Communication
    • Internal Notification: Upon any credible confirmation of an act of aggression as defined above, the [Executive Committee / Steering Committee / President of the Union] shall notify all members of the impending strike vote.
    • Public Statement: Concurrently, the [Name of Union / Labor Organization] will issue a public statement condemning the act of aggression and outlining our plan to resist through nonviolent labor action.
  • Coordination with Other Labor Bodies 
    The [Name of Union / Labor Organization] will actively seek the support of allied unions, federations, community groups, and international labor bodies to amplify the strike and encourage broad-based solidarity actions, including peaceful demonstrations and boycotts, until such aggression has ceased and international norms have been respected.
  • Protecting Workers and Their Rights
    • Strike Fund and Support: The [Name of Union / Labor Organization] will ensure that a strike fund and solidarity network are in place to protect members from undue hardship during a strike.
    • Legal Assistance: The [Name of Union / Labor Organization] will provide legal resources and representation to any member facing retaliation for participating in the strike action.

Conclusion
Be it finally resolved, that the [Name of Union / Labor Organization] pledges to uphold this resolution with immediate effect upon adoption. We believe our collective power lies in our unity, and we stand ready to use this power to oppose any act of aggression that violates the UN Charter and endangers workers, communities, and the fundamental principles of peace.
